Inmates that escaped from the County Jail in 1972.  Sheriff Whitmore promised he would not cut his hair until all suspects were returned to custody.  His hair got pretty long, but all were finally caught.

Use a gun and go to prison worked well until the Honorable Judge Regan decided he didn't want to send someone to prison.  This set a new precedence for the State.
